An exciting opportunity has arisen for a qualified accountant to join the Powys Teaching Health Board as a Management Accountant. This role supports the Finance Business Partner in delivering effective financial management services that comply with financial reporting and control requirements at both the Health Board and service levels.

Key Responsibilities

  • Assist in the preparation of the Health Board’s annual budget, monthly finance reports, and financial monitoring returns to the Welsh Government.
  • Work independently at a senior level, making decisions with minimal reference to the line manager.
  • Lead the development and maintenance of robust financial management systems, leveraging specialized knowledge of NHS financial management.
  • Provide strategic financial and business case advice, analyzing complex financial data to guide policy direction.
  • Develop plans and effectively communicate complex financial information to stakeholders.
  • Manage the Management Accounts team and oversee financial reporting and advisory services for revenue budgets and development proposals.
  • Collaborate with the Finance Business Partner to create and implement financial policies and procedures that ensure financial viability and resource optimization.
  • Monitor the financial performance of various budgets, identifying financial pressures and recommending corrective actions.
  • Deliver timely budgetary control information, including manpower and activity data.
  • Support managers in preparing business cases for revenue developments.
  • Maintain budget allocation control systems and staffing establishments within designated areas.
  • Prepare regular financial position and performance reports for various stakeholders including the Health Board Management Team and Non-Executive Directors.

Qualifications and Experience

  • Must hold a qualified CCAB Accountancy Qualification.
  • Significant experience in management accounting and budgetary management.
  • Ability to prioritize and make judgements on day-to-day tasks independently.
  • Desirable experience with NHS financial management accounting systems.
  • Strong analytical skills to make informed decisions based on complex and contradictory information.
  • Ability to analyze both financial and non-financial information to influence decision-making.
  • Excellent communication skills to effectively convey information at various organizational levels, both verbally and in writing.
  • Desirable ability to speak Welsh.
  • Must be able to work independently with minimal supervision and manage multiple tasks under tight deadlines.
  • Demonstrate flexibility and attention to detail in managing workload.
