A unique index is in IU state (a unique index cannot have

* index maintenance skipped via SKIP_UNUSABLE_INDEXES).

Solution

Either rebuild the index or index partition, or use

* SKIP_INDEX_MAINTENANCE if the client is SQL*Loader.
