    Reason for the Error

    A resource was required by an operation but was not available.

    The DML LOCKS parameter in the initialization parameter file specifies the maximum number of DML locks.

    No more requests are handled after this cap is reached.

    Solution

    Retry the operation in a few minutes.

    If this message appears frequently, shut down Oracle, increase the DML LOCKS parameter in the initialization parameter file, and restart Oracle.
