    PLS-00237: invalid BY VALUE indicator or length specification

    Reason for the Error

    BY VALUE was specified with an indicator or length parameter that is being passed in OUT or IN OUT mode. Only IN mode parameters may be passed by value.

    Solution

    Remove the BY VALUE specification or change it to IN mode.
