Reason for the Error

Passwords for both the SYS and SYSTEM users were not provided in the CREATE DATABASE statement. If one of the passwords was provided, then both should be provided.

Solution

Re-issue the CREATE DATABASE statement with a password for both the SYS and SYSTEM users.
