ORA-32403: cannot use new values from mv log on “string”.”string”
Reason for the Error
The materialized view log either does not have new values logged, or the timestamp associated with the new values columns is more recent than the last refresh time.
Solution
Perform a complete refresh is required before the next fast refresh.
