    Reason for the Error

    REMOTE_LOGIN_PASSWORDFILE is set to SHARED, prohibiting SYS password changes.

    Solution

    Change setting of REMOTE_LOGIN_PASSWORDFILE to EXCLUSIVE or NONE.
