    Reason for the Error

    The specified AQ agent does not have privileges of the specified database user

    Solution

    Specify a valid combination of AQ agent and database user. Check the DBA_AQ_AGENT_PRIVS or USER_AQ_AGENT_PRIVS view for user/agent mappings
