    Reason for the Error

    Signed flag used is not OCI_NUMBER_SIGNED or OCI_NUMBER_UNSIGNED.

    Solution

    Use either OCI_NUMBER_SIGNED or OCI_NUMBER_UNSIGNED as sign flag.
