Reason for the Error
Change tracking is enabled, but a problem was encountered while enabling the change tracking subsystem in this instance. The alert log and the trace file from the CTWR process will contain more information about the error.
Solution
Examine the trace and alert files. Correct the error if possible, otherwise disable change tracking.
