Reason for the Error
APPLYOFFLINERANGE cannot apply an offline-range record to a target datafile unless the datafile’s checkpoint SCN exactly matches the offline-clean SCN in the specified offline-range record.
Solution
Specify an offline-range record whose offline-clean SCN matches the target datafile’s checkpoint.
