    ORA-16821: logical standby database dictionary not yet loaded

    Reason for the Error

    The logical standby database had not loaded the dictionary. This status was detected by the broker health check mechanism. Alternatively, this status may be returned when attempting to switch or fail over to a logical standby database that had not yet loaded its dictionary.

    Solution

    Start SQL Apply on the logical standby database, if it is not already running, and wait for it to reach the APPLYING state.
