Reason for the Error
The primary database was shut down because it was operating in maximum protection mode and no suitable standby databases were available to protect the primary database from data loss.
Solution
Diagnose and correct whatever errors exist in the configuration or configure the primary database for maximum availability or maximum performance mode.
