Reason for the Error
The table in ALTER TABLE MODIFY PARTITION { UNUSABLE LOCAL INDEXES | REBUILD UNUSABLE LOCAL INDEXES } statement is not partitioned by Range,List,System, or Hash method which is illegal.
Solution
Ensure that the table is partitioned by Range,List,System, or Hash method
