ORA-06253: NETNTT: cannot read arguments from address file
Reason for the Error
The NTT two-task driver could not read addressing information from its addressing file.
Solution
Make sure that the ORACLE_HOME environment variable has been properly set and exported. Make sure the instance you are attempting to connect to is actually up and running.
