    ORA-01191: file string is already offline – cannot do a normal offline

    Reason for the Error

    When attempting to do a normal tablespace offline it was discovered that one of the files in the tablespace was already offline.

    Solution

    Either bring the datafile online first, or use another tablespace offline option.
