ORA-00044: timed_statistics must be TRUE when statistics_level is not BASIC

Reason for the Error

When statistics level was not BASIC, the user attempted to set timed statistics to FALSE.

When statistics level is set to TYPICAL or ALL, timed statistics must be TRUE in order to collect meaningful statistics.

Solution

Set either timed statistics or statistics level to BASIC.
