MySQL Error Message
The component is not initialized properly. Make sure that
configuration is proper and use ALTER INSTANCE RELOAD KEYRING to
reinitialize the component.

ER_KEYRING_COMPONENT_NOT_INITIALIZED
was added in 8.0.24.
