Reason for this Error
ALTER DBSPACE dbspace ENFORCE WRITE SAFE ON for a DAS dbspace requires that all the dbfiles of the dbspace be online. If the specified file name is offline, it must be brought online or dropped from the dbspace before ENFORCE WRITE SAFE ON can proceed. If it missing a mirror, add one.
