Reason for the Error

in CREATE TABLESPACE, the AUTO SEGMENT SPACE MANAGEMENT was used while creating an UNDO or TEMPORARY tablespace.

Solution

Remove the AUTO SEGMENT SPACE MANAGEMENT clause.
